KATHERINE WHITE

Katherine (Kate) White is a globally respected economic strategist and public finance leader who has helped shape fiscal, investment, and economic policy at the highest levels of provincial and territorial government in Canada.

With more than two decades of leadership spanning treasury, sovereign-scale fiscal management, economic transformation, innovation strategy, and capital markets policy, Kate is recognized for guiding governments through periods of significant economic transition, volatility, and growth.

She most recently served as Deputy Minister of Finance and Secretary to the Management Board for the Government of Yukon, where she was also appointed by Premier Currie Dixon to the government’s transition team following the territorial election. In these roles, she helped oversee the transfer of governmental power, advised on key Cabinet appointments and strategic priorities, and led development of the new government’s inaugural Budget 2026.

Previously, Kate served as Deputy Minister of Treasury Board and Finance for the Government of Alberta — one of North America’s most strategically important energy and investment economies — where she oversaw provincial budgeting, treasury and risk management, economic forecasting, taxation policy, financial sector regulation, and collective bargaining. During her tenure, she led Alberta through a major government-wide fiscal transformation, spearheaded the development of new legislated fiscal rules, renewed Alberta’s Heritage Savings Trust Fund strategy, and guided the province through highly accelerated and politically sensitive budget cycles amid inflationary pressure, post-pandemic recovery, and global trade uncertainty.

Kate also served as Alberta’s Deputy Minister of Jobs, Economy and Innovation, where she led economic growth, investment attraction, innovation acceleration, trade, and technology strategy during one of the most challenging economic periods in Alberta’s modern history. She coordinated Alberta’s Recovery Plan and led the development of the province’s Investment and Growth Strategy, including sector strategies focused on technology, innovation, and tourism recovery.

Earlier in her career, Kate served as Alberta’s Chief Economist and later Assistant Deputy Minister of Economics and Fiscal Policy, where she led the economic and demographic forecasting underpinning Alberta’s provincial budgets and long-term strategic policy direction.

Widely respected for her analytical rigor, strategic judgment, and ability to navigate complex economic environments, Kate is known for combining deep expertise in economics and fiscal policy with a bold, forward-looking approach to growth, competitiveness, innovation, and public sector transformation.
